Thanks to both of you to responding. A couple of thoughts, I had hoped the problem with the redistributable framework was what was keeping me from installing the SDK (which was my original purpose).

Microsoft published an updated version of the company's .NET Framework Repair Tool this week; the new version supports newer versions of the Microsoft .NET Framework, in particular versions 4.6.2, 4.7 ...
