Rwanda and the Democratic Republic of the Congo held their first oversight committee meeting on Thursday, marking tentative progress on a Washington-brokered peace agreement despite delays in troop withdrawal and anti-militia operations.

The agreement marks a breakthrough in talks and intends to attract billions of dollars of Western investment to a region rich in cobalt, copper, lithium and other minerals.
